Business Manager (Assistant BIM)

The duties of this position include, but are not limited to:
Exercises Subject Matter Expertise for all aspects of the Business Office (Health Administration) Program of the Network to include, Intake, HIMS, Revenue and Office of Community Care. Serves as the VISN expert for a wide range of business practice related initiatives such as Community Care Network (CCN), Eligibility enhancements, consults, etc. for the VISN 21 leadership. Participates in managerial planning to represent the Business Office in the decision-making process of the Network. Develops and implements action plans to address those business practice-related areas needing improvement. Plans, schedules and conducts on-site reviews, Quality Assurance reviews and audits of business office-related activities. Provides guidance to the VISN 21 Network Director, Deputy Network Director, CFO and other VISN Officers, Medical Center Directors, and other leaders for decisions on complex issues both within and outside of the scope of the Business Office. Oversees implementation on a VISN wide basis, of new policies and programs approved by VACO and Office of Community Care. Collaborates, and serves as liaison, with the OCC, Network Leadership, Medical Center Directors and others to develop and implement network-wide and national policies and procedures. Communicates with and educates Veterans, Veteran Service Organizations and their representatives, community organizations, US Ambassadors, DoD Commands, University Affiliates, partners and providers regarding the functions and intent of the program area responsibilities and the impact of regulatory and legislative changes, as needed. Meets the needs of the customers (Veterans, visitors, volunteers and staff) while supporting the Medical Centers and VA service missions. Evaluates the performance of all business office activities and operations, consults on performance appraisals of facility Business Managers and assists in resolution of serious personnel related problems within the VISN. Implements performance measures for the program and monitors operations to ensure goals are achieved. Works with managers, COS, physicians, and healthcare providers as well as Compliance Officers to ensure that all established guidelines and requirements are met. Develops and presents recommendations for improvement in program operations which may involve changes to policies, practices, operations and other activities of significant financial, capital and human resources. Serves as the Network spokesperson on all Business Office related areas with other federal departments and agencies, Congressional staff, Veteran Service Organizations, healthcare insurance companies and other stakeholders and interested parties. Interactions include resolving conflicts or disputes, developing contracts, coordinating policies and procedures, and establishing and maintaining effective business relationships. Develops and presents reports of internal and external reviews/audits provided to Medical Center and Network Leadership with plans for correction and program enhancements. Compiles various types of correspondence to respond to general, technical and congressional inquiries relating to program area responsibilities. Makes presentations on current program status and activities to senior management at both the VISN and at the Medical Center level, as well as to stakeholders, VSO, INDOPACOM, and Congressional Representatives. You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
serves as subject matter expert for health administration business office program; provides guidance to executive leadership for decisions on complex issues involving business office activities and operations; develops and implements action plans to address business practice-related areas needing improvement; works with managers, healthcare providers, compliance officers, etc., to ensure that all established guidelines and requirements are met; and compiles various types of correspondence to respond to general, technical and congressional inquiries relating to program area responsibilities.
